Place oil in Teflon coated skillet; add ground turkey, salt, onion powder, cumin and garlic powder.
Begin frying. Medium low heat.
Combine taco seasoning with water, stir until smooth. Pour over ground mixture and increase temperature to medium high level until cooked. Approximately 6 minutes, medium heat. Set aside.
Cream Philadelphia cheese and sour cream until smooth. Spread evenly in serving dish. Top with Salsa sauce. Top cream cheese base with ground turkey mixture and garnish with peppers.
